The project is conceived as a landmark civic complex, defined by a sculptural, stratified form and a deliberate interplay of light and void. Its fluid horizontal layers recall geological strata, grounding the building in its urban context while establishing a strong public identity. A series of circular roof oculi acts as light wells, drawing daylight deep into the interior and animating public spaces throughout the day; at dusk, they read as illuminated voids, transforming the roofscape into an urban lantern. Stepped terraces extend the civic plaza into a sequence of accessible outdoor rooms for gathering and events, softened by integrated planting. At the center, a pavilion-like element anchors the composition, combining historical reference with contemporary transparency. A light, reflective material palette enhances ambient brightness and reinforces the project’s civic openness.
